Lead Health & Safety for a Landmark Solar PV Project

A leading Chinese EPC contractor is seeking an experienced HSE Manager to oversee health, safety, and environmental compliance for a major solar PV construction project in Uzbekistan.

This is a critical leadership role for an HSE professional with a proven track record in international large-scale renewable energy projects. You will be responsible for ensuring all safety protocols are strictly adhered to, fostering a zero-harm culture, and maintaining regulatory compliance across all construction activities.

Key Responsibilities

HSE Strategy & Compliance

• Develop and implement a comprehensive HSE management plan aligned with local regulations, international best practices, and corporate safety policies.

• Ensure full regulatory compliance with Uzbekistan’s health and safety laws and environmental standards.

• Lead safety audits, risk assessments, and incident investigations, ensuring continuous improvement in HSE performance.

On-Site Safety Management

• Oversee all HSE activities on-site, ensuring construction teams adhere to safety protocols.

• Conduct daily safety inspections and ensure effective permit-to-work systems are in place.

• Lead emergency response planning, safety drills, and incident reporting procedures.

Training & Culture Development

• Deliver HSE training programs to employees and contractors, ensuring safety awareness across all project teams.

• Champion a safety-first culture, proactively engaging with teams to promote best practices and mitigate risks.

• Ensure all workers are provided with proper PPE and are trained on its correct use.

Stakeholder & Risk Management

• Collaborate with engineering, operations, and senior management teams to integrate HSE best practices into project planning.

• Act as the primary point of contact for local authorities, auditors, and regulatory bodies on all HSE matters.

• Identify and mitigate potential hazards, ensuring robust risk management strategies are in place.

Key Requirements

• Proven experience as an HSE Manager within solar PV or large-scale construction projects.

• Strong knowledge of international HSE standards (e.g., ISO 45001, ISO 14001) and Uzbekistan’s regulatory framework.

• Experience working on overseas projects with EPC contractors, ensuring compliance with cross-border safety protocols.

• Ability to lead and engage with multi-national teams on-site.

• Fluent in Mandarin and English; Russian or Uzbek language skills are an advantage.
