Job description

We are seeking an experienced and detail-oriented Senior Substation Estimator to lead the preparation of accurate and competitive cost estimates for utility-scale substation projects (typically 69kV–500kV). This position plays a critical role in supporting business development, project planning, and successful bid submissions by producing high-quality estimates that align with technical requirements, industry standards, and client expectations.

Key Responsibilities:

  • Develop and manage detailed cost estimates for utility-scale substation projects, including greenfield and brownfield builds.

  • Review and interpret IFC drawings, one-line diagrams, P&IDs, technical specifications, and bid packages.

  • Perform quantity take-offs, pricing, and cost analysis of labor, materials, equipment, subcontractor scopes, and indirect costs.

  • Collaborate with engineering, procurement, construction, and project management teams to ensure estimates are comprehensive and accurate.

  • Lead and support RFP/RFQ responses, bid strategies, and competitive analysis for EPC and design-bid-build opportunities.

  • Evaluate subcontractor and vendor quotes for accuracy, scope alignment, and competitiveness.

  • Prepare cost breakdowns and support development of project schedules, work scopes, and bid clarifications.

  • Participate in estimate reviews and hand-offs to operations for awarded projects.

  • Maintain cost databases and tools, track historical pricing, and identify cost trends in the utility market.

  • Ensure compliance with company estimating standards, safety policies, and regulatory requirements.

Qualifications:
  • Bachelor’s degree in Electrical Engineering, Construction Management, or a related field (or equivalent experience).

  • 7+ years of experience in estimating for high-voltage substation construction, with a strong emphasis on utility-scale projects (69kV and above).

  • Strong understanding of substation systems, including transformers, breakers, switchgear, control buildings, grounding, protection & controls, and civil sitework.

  • Proficient with estimating software (e.g., Hard Dollar, InEight, WinEst, or similar).

  • Familiar with electrical construction practices, standards (IEEE, NESC, NEC), and utility industry pricing.

  • Excellent analytical, communication, and organizational skills.

  • Ability to work independently and collaboratively in a fast-paced environment.

  • Experience with EPC or utility company estimating processes is highly desirable.

Preferred Certifications:
  • Certified Professional Estimator (CPE) – AACE/ASPE

  • OSHA 10/30

  • PMP or similar project management certification (a plus)
