Drive HR Excellence in a Leading EPC Contractor
A prominent Chinese EPC contractor is seeking an experienced HR Manager to oversee and optimize human resources functions across its operations in China and Central Asia.
This is an exciting opportunity for an HR leader with a strong understanding of labor laws, workforce planning, and talent management within the engineering, procurement, and construction (EPC) industry. Based in Beijing, this role will play a key part in supporting international project teams, ensuring compliance, and fostering a strong organizational culture.
Key Responsibilities
HR Strategy & Workforce Management
Develop and implement HR policies and procedures aligned with company objectives and local labor regulations.
Manage workforce planning, recruitment, and talent acquisition strategies for projects in China and Central Asia.
Oversee HR compliance, employment contracts, and labor relations, ensuring adherence to Chinese and Central Asian labor laws.
Employee Relations & Compliance
Act as the primary point of contact for labor law compliance, employee relations, and workplace policies.
Ensure proper visa, work permit, and expatriate management for international employees working on Central Asian projects.
Handle dispute resolution, performance management, and employee engagement initiatives.
Training & Development
Design and implement training programs to support skill development and leadership growth.
Support cultural integration efforts for multi-national teams working across project sites.
Develop HR reporting systems and analytics to track workforce performance and retention.
HR Operations & Compensation
Manage payroll, benefits administration, and compensation structures, ensuring competitive salary benchmarking.
Oversee expat packages and mobility support for employees working in Central Asia.
Work closely with finance and operations teams to ensure cost-effective HR solutions.
Key Requirements
5+ years of HR experience, preferably within EPC, construction, or infrastructure projects.
Strong knowledge of Chinese labor laws and HR regulations, with exposure to Central Asian employment frameworks.
Experience managing multi-national teams and handling expatriate workforce requirements.
Ability to build strong relationships with senior leadership and project teams.
Fluent in Mandarin and English; Russian or a Central Asian language is a plus.
