Are you an experienced Contract & Procurement Manager seeking an exciting opportunity with a leading offshore wind developer? We are a reputable recruitment agency partnering with a prominent offshore wind developer based in Taichung City, and we are currently looking for a skilled professional to join their team as a Contract & Procurement Manager on an 18-month contract basis.

Position: Contract & Procurement Manager

Contract Duration: 18 months

Location: Taichung City

Role Overview: As the Contract & Procurement Manager, you will play a crucial role in ensuring the successful implementation and execution of procurement strategies for offshore wind projects. You will be responsible for managing the end-to-end procurement process, including contract negotiations, supplier evaluation, and vendor management. Your expertise will help drive efficiency, cost-effectiveness, and compliance within the procurement function.

Responsibilities:

  • Develop and implement procurement strategies aligned with project requirements and business objectives.

  • Oversee the end-to-end procurement process, including supplier identification, evaluation, negotiation, and contract management.

  • Collaborate with cross-functional teams to ensure the timely and cost-effective delivery of goods and services.

  • Conduct market research and supplier analysis to identify potential vendors and foster strategic partnerships.

  • Manage vendor relationships and performance, ensuring adherence to contractual agreements and service level agreements.

  • Monitor procurement activities to ensure compliance with relevant regulations, policies, and procedures.

  • Evaluate supplier performance and implement continuous improvement initiatives to optimize procurement processes.

  • Provide guidance and support to internal stakeholders on procurement-related matters.

Requirements:

  • Bachelor's degree in Business Administration, Supply Chain Management, or a related field. Advanced degree is a plus.

  • Proven experience in contract management and procurement within the energy industry, preferably in offshore wind projects.

  • Strong knowledge of procurement principles, contract negotiation, and vendor management.

  • Familiarity with local regulations and industry standards related to procurement.

  • Excellent analytical and problem-solving skills, with a keen eye for detail.

  • Ability to work effectively in a fast-paced environment and manage multiple priorities.

  • Exceptional communication and interpersonal skills to collaborate with stakeholders at all levels.

  • Proficiency in English is required. Mandarin proficiency is a plus.
