Lead Health & Safety Excellence in a Global Renewable Energy Leader

A leading Chinese EPC contractor is seeking an experienced HSE Director to take ownership of Health, Safety, Environment, and Quality (HSEQ) management across its operations in China and Central Asia.

This is a senior leadership role for an HSE expert with a proven track record in solar PV, battery energy storage systems (BESS), and large-scale construction projects. You will play a critical role in developing robust safety strategies, ensuring regulatory compliance, and embedding a culture of safety-first excellence across multiple projects.

Key Responsibilities

HSEQ Strategy & Leadership

• Develop and implement a comprehensive HSEQ management system tailored to solar PV and BESS projects in China and Central Asia.

• Ensure full compliance with local and international HSEQ regulations, ISO standards (ISO 45001, ISO 14001, ISO 9001), and corporate policies.

• Lead safety audits, risk assessments, and incident investigations, driving a proactive zero-harm safety culture.

Operational Safety Management

• Oversee on-site safety enforcement, ensuring all EPC construction teams adhere to best-in-class safety protocols.

• Implement permitting systems, site safety inspections, and emergency response planning.

• Introduce technology-driven safety innovations, such as real-time monitoring, AI-driven risk detection, and digital HSEQ reporting.

Training & Cultural Development

• Design and deliver HSEQ training programs for employees, contractors, and senior management teams.

• Develop behavioral safety programs to embed a culture of continuous improvement and accountability.

• Lead incident response training, emergency drills, and crisis management initiatives.

Stakeholder & Compliance Management

• Act as the key HSE liaison with regulatory authorities, auditors, and project stakeholders.

• Drive ESG and sustainability compliance, ensuring alignment with environmental regulations and corporate net-zero goals.

• Collaborate with engineering, operations, and project management teams to integrate safety best practices into all aspects of project execution.

Key Requirements

• Proven experience as an HSE Director or Senior HSEQ Manager in the solar PV, BESS, or large-scale renewable energy sector.

• Strong track record in managing HSEQ frameworks across China and Central Asia, with expertise in local and international safety standards.

• Experience overseeing multi-national construction teams, ensuring cross-border regulatory compliance.

• Deep understanding of renewable energy technologies, electrical safety protocols, and BESS-specific hazards.

• Fluency in Mandarin and English is required; additional languages (Russian, Uzbek, or Kazakh) are an advantage.
