Job description
Maintain EMS, develop China Location construction strategy/plan and ensure construction implementation within China Location.
Ensures that the corporate policies and guidelines are complied with in the region
Manage Construction Department and project construction audit
Coordinating construction resource within China Location
Responsibilities:
HSE Leadership
Work with the Director of HSE and the management team to ensure that all project construction fields’ operations conform to applicable regulatory and contractual HSE obligations.
Improve all construction team people HSE performance
Setup each project field HSE risk assessment.
Construction Management
Each location project construction executions are in compliance with the requirements of EMS and are consistent with specific regulatory and contractual requirements.
Personnel are suitably trained to access and apply the construction management systems.
Develop construction discipline toolkit to make construction management job standardization.
Ensures that the relevant construction Codes & Standards are available and in use on the projects
Provides operation support to pursuit activities and construction proposals.
Construction Quality Control Management
Develop quality control strategies and objectives aligned to Quality Executive
Directive for China location.
Develop and maintain discipline ITP’s
Customer Relationships
Ensure that customer construction management requirements and concerns and the needs of multiple stakeholders are being identified and managed effectively.
Resources Management
In conjunction with the location management team and the corporate construction leadership team recruit and allocate project construction managers or discipline supervisors to key projects to ensure these projects are suitably resourced with sufficient and capable construction management expertise and that construction workload is balanced.
Function manages assignment of team personnel to maximise utilisation.
Function Measures and report performance and manage career development against pre-defined KPI's
Handover Management
In conjunction with location management team to ensure:
Provide functional leadership for project final handover.
Develop and implement handover system and procedure.
Qualifications:
Thorough understanding of the principles and practice of construction management and the implementation and improvement of management systems.
Strong coordination skills.
Good knowledge of project quality control and handover.
Relevant tertiary qualifications and at least 15 years industry experience.
Recognised Engineering degree or equivalent qualifications.
Work with the Project HSE Advisor and the Project Management Team to ensure that all areas of the Project’s operations conform to applicable ACWA Power, regulatory and contractual HSE obligations.
Team player with excellent leadership and communication (written and oral presentation) skills.
Fluent in reading, writing, listening and speaking in English.
