TGRC is supporting the delivery of a major offshore wind project in Japan and is looking for an experienced Commissioning Manager to join the project on a contract basis.

This is an excellent opportunity for a commissioning professional with offshore wind, power generation, grid, electrical infrastructure or major energy project experience to support the safe and successful transition of a complex offshore project from construction through to energisation, testing, handover and operation.

The Role

As Commissioning Manager, you will be responsible for leading and coordinating commissioning activities across the project, ensuring that systems, equipment and packages are tested, verified and handed over in line with project requirements, technical specifications, safety standards and programme milestones.

You will work closely with construction, installation, electrical, engineering, QA/QC, HSE, grid, OEM, contractor and operations teams to ensure commissioning works are properly planned, controlled and delivered.

Key Responsibilities

• Lead commissioning planning, coordination and execution across offshore wind project works.

• Develop, review and implement commissioning plans, procedures, schedules and test documentation.

• Coordinate commissioning activities across electrical, mechanical, control, turbine, substation, cable and balance of plant systems.

• Manage interfaces between construction, installation, engineering, grid, OEM, contractors and operations teams.

• Oversee energisation, system testing, functional testing, inspections, punch lists and handover activities.

• Ensure commissioning works are delivered in line with project HSE requirements, permit-to-work systems and electrical safety procedures.

• Monitor commissioning progress against programme milestones and report risks, delays and issues to the project leadership team.

• Review and manage commissioning documentation, test records, completion certificates and handover packs.

• Support troubleshooting and resolution of technical issues during commissioning and early operational readiness.

• Promote a strong culture of safety, quality, technical discipline and right-first-time delivery.

Requirements

• Proven commissioning experience within offshore wind, onshore wind, power generation, grid infrastructure, substations, marine construction or major energy projects.

• Strong understanding of commissioning processes, energisation, electrical safety, testing, verification and handover.

• Experience coordinating commissioning across multiple contractors, OEMs, engineering teams and project stakeholders.

• Good technical understanding of offshore wind systems, including WTGs, substations, export cables, array cables, SCADA, control systems or balance of plant.

• Experience with commissioning plans, procedures, test packs, punch lists, completion systems and handover documentation.

• Strong HSE awareness, particularly around energised systems, permit-to-work and high-risk commissioning activities.

• Excellent communication, coordination, reporting and problem-solving skills.

• Experience in Japan or the wider APAC offshore wind market would be highly advantageous.

• Japanese language skills would be beneficial but are not essential, depending on project requirements.

• Relevant electrical, engineering, commissioning, offshore or safety qualifications would be advantageous.

Candidate Profile

The successful candidate will be a structured, technically capable and safety-focused commissioning leader who can bring multiple workstreams together during a critical stage of project delivery. You will be comfortable coordinating complex interfaces, managing completion risks and supporting the project through testing, energisation and handover.

You should be practical, calm under pressure and confident working with international contractors, OEMs and project teams in a fast-moving offshore wind environment.
