HSE Manager | Offshore Wind | Contract | Japan

Job description

HSE Manager – Offshore Wind – Japan

Offshore Wind | Contract | Japan

TGRC is supporting the delivery of a major offshore wind project in Japan and is looking for an experienced HSE Manager to join the project on a contract basis.

This is an excellent opportunity for a safety-focused offshore wind professional to support the delivery of a complex renewable energy project in one of Asia’s most important offshore wind markets.

The Role

As HSE Manager, you will be responsible for leading health, safety and environmental management across offshore wind construction and installation activities. You will work closely with the project leadership team, contractors, subcontractors, marine teams, site personnel and client representatives to ensure that all works are delivered safely, responsibly and in line with project standards.

You will play a key role in embedding a strong safety culture across the project, ensuring high-risk activities are properly planned, controlled and monitored throughout delivery.

Key Responsibilities

  • Lead HSE management across offshore wind construction, installation and site-based activities.

  • Implement and maintain project HSE plans, procedures, risk assessments and safe systems of work.

  • Monitor contractor and subcontractor compliance with project HSE requirements.

  • Conduct site inspections, audits, safety walks and behavioural safety observations.

  • Support permit-to-work processes, toolbox talks, daily briefings and pre-start meetings.

  • Review RAMS, lifting plans, method statements, emergency response plans and high-risk work procedures.

  • Investigate incidents, near misses and observations, ensuring root causes are identified and corrective actions are closed out.

  • Produce HSE reports, dashboards, statistics and performance updates for the project team.

  • Work closely with marine coordination, installation, construction, QA/QC and project management teams.

  • Promote a proactive safety culture across all project personnel, contractors and vessel teams.

Requirements

  • Proven HSE experience within offshore wind, renewables, marine construction, oil and gas, power generation or major infrastructure projects.

  • Strong understanding of offshore construction, marine operations, lifting activities, permit-to-work systems and contractor management.

  • Experience managing HSE across complex site-based or offshore project environments.

  • Good knowledge of incident investigation, risk assessment, audits, inspections and emergency response processes.

  • Ability to challenge unsafe behaviours and drive continuous improvement in HSE performance.

  • Strong communication, reporting and stakeholder management skills.

  • Experience working with international project teams, contractors and suppliers.

  • Experience in Japan or the wider APAC offshore wind market would be highly advantageous.

  • Japanese language skills would be beneficial but are not essential, depending on project requirements.

  • Relevant HSE qualifications such as NEBOSH, IOSH, ISO 45001, offshore safety or equivalent certifications would be advantageous.

Candidate Profile

The successful candidate will be a practical, confident and proactive HSE professional who can balance strong safety standards with the realities of complex offshore project delivery. You will be comfortable working with contractors, vessel crews and project teams, and able to influence behaviour at all levels.

You should be highly organised, calm under pressure and committed to creating a safe, compliant and well-controlled working environment.
