HSE Director – Energy & Infrastructure
Beijing, China (On-site)
Salary: RMB 400,000 – 500,000 per annum
The Green Recruitment Company is partnering with a leading international energy and infrastructure investor to appoint an HSE Director based in Beijing. This is a senior leadership role with responsibility for shaping and driving Health, Safety & Environmental strategy across a complex portfolio of projects.
The Opportunity
This role offers a platform to lead HSE at both a strategic and operational level, ensuring best-in-class standards across large-scale, high-value infrastructure and energy developments.
You will work closely with executive leadership to embed a proactive safety culture, mitigate risk, and ensure compliance across multiple jurisdictions.
Key Responsibilities
Develop and implement the organisation’s HSE strategy and policies across all projects
Provide leadership and oversight on health, safety, and environmental performance
Ensure compliance with local regulations and international HSE standards
Lead risk assessments, incident investigations, and continuous improvement initiatives
Drive a safety-first culture, embedding best practice across all levels of the organisation
Partner with project, engineering, and operational teams to ensure HSE is fully integrated into delivery
Manage and develop HSE teams, ensuring capability and consistency across regions
Requirements
Significant experience in a senior HSE leadership role (Director / Head of HSE)
Background within energy, infrastructure, or large-scale construction projects
Strong knowledge of HSE regulations, frameworks, and international best practice
Proven ability to influence at senior leadership level and drive cultural change
Experience managing HSE across multi-site or international operations
Fluent in Mandarin and English
