HSE Director – Energy & Infrastructure

Beijing, China (On-site)
Salary: RMB 400,000 – 500,000 per annum

The Green Recruitment Company is partnering with a leading international energy and infrastructure investor to appoint an HSE Director based in Beijing. This is a senior leadership role with responsibility for shaping and driving Health, Safety & Environmental strategy across a complex portfolio of projects.

The Opportunity

This role offers a platform to lead HSE at both a strategic and operational level, ensuring best-in-class standards across large-scale, high-value infrastructure and energy developments.

You will work closely with executive leadership to embed a proactive safety culture, mitigate risk, and ensure compliance across multiple jurisdictions.

Key Responsibilities

  • Develop and implement the organisation’s HSE strategy and policies across all projects

  • Provide leadership and oversight on health, safety, and environmental performance

  • Ensure compliance with local regulations and international HSE standards

  • Lead risk assessments, incident investigations, and continuous improvement initiatives

  • Drive a safety-first culture, embedding best practice across all levels of the organisation

  • Partner with project, engineering, and operational teams to ensure HSE is fully integrated into delivery

  • Manage and develop HSE teams, ensuring capability and consistency across regions

Requirements

  • Significant experience in a senior HSE leadership role (Director / Head of HSE)

  • Background within energy, infrastructure, or large-scale construction projects

  • Strong knowledge of HSE regulations, frameworks, and international best practice

  • Proven ability to influence at senior leadership level and drive cultural change

  • Experience managing HSE across multi-site or international operations

  • Fluent in Mandarin and English
