Role Overview

We are seeking a driven and commercially astute Business Development Manager to accelerate growth within the public sector. This role will focus on identifying, developing, and securing new B2B opportunities with organisations such as local authorities, NHS trusts, education providers, and other public bodies.

You will play a key role in expanding market presence by building strong client relationships, navigating procurement frameworks, and positioning solutions as trusted, value-driven offerings.

Key Responsibilities

Business Development & Sales

  • Identify and develop new business opportunities within the public sector

  • Build and manage a strong pipeline of qualified B2B prospects

  • Lead the full sales cycle from prospecting through to contract award

  • Achieve and exceed sales targets and revenue growth objectives

Client Engagement

  • Develop relationships with key stakeholders and decision-makers across public sector organisations

  • Understand client needs and align services to deliver value

  • Represent the organisation at industry events, networking forums, and conferences

Tendering & Frameworks

  • Navigate public sector procurement processes, including frameworks (e.g., CCS, NHS SBS, ESPO)

  • Contribute to and lead tender submissions, proposals, and presentations

  • Ensure compliance with procurement regulations and best practices

Market Insight & Strategy

  • Monitor market trends, policy changes, and funding opportunities within the public sector

  • Provide feedback to internal teams to shape service offerings and go-to-market strategies

  • Collaborate with marketing on targeted campaigns and lead generation initiatives

Internal Collaboration

  • Work closely with delivery, consultancy, and account management teams to ensure smooth onboarding of new clients

  • Maintain accurate records in CRM systems and provide regular reporting on pipeline and performance

Skills & Experience

Essential:

  • Proven track record in B2B sales or business development, ideally within the public sector

  • Experience selling services or solutions (consultancy, energy, sustainability, or similar)

  • Strong understanding of public sector procurement processes and frameworks

  • Excellent communication, negotiation, and presentation skills

  • Ability to build long-term relationships with senior stakeholders

Desirable:

  • Experience within the energy, utilities, or sustainability sector

  • Knowledge of net zero, ESG, or carbon reduction strategies

  • Familiarity with CRM systems and structured sales methodologies
