Head of Regulatory Strategy & Public Policy (BioLNG & Biomethane)

Role Purpose

This role is responsible for translating European and national regulation into commercial advantage across bioLNG, biomethane, marine, and mobility markets. It combines regulatory interpretation, market design, and external policy engagement to inform where to buy, where to sell, how to structure transactions, and how to maximise value across frameworks such as RED, FuelEU Maritime, EU ETS, and related national schemes.

Positioned as a commercial strategy role—with strong legal and compliance interfaces—this is not a traditional legal advisory position. The remit focuses on identifying value pools created by regulation, anticipating policy developments, and converting them into actionable inputs for pricing, structuring, origination, and customer strategy

Why This Role Matters

The organisation operates a pan-European platform in LNG and renewable gases across industrial, mobility, and marine sectors. With a broad geographic footprint, integrated logistics and infrastructure, and exposure to multiple regulatory regimes, value creation depends not only on sourcing and delivery but also on navigating complex regulatory interactions across markets.

This role is critical in converting regulatory complexity into commercial advantage by directing molecules and certificates toward the highest-value markets, supporting customer decarbonisation strategies, and ensuring full value capture across the platform.

Reporting Line

Reports to senior leadership within the renewable fuels function, with close interaction across executive management, Legal, Compliance, and regional leadership teams.

Core Responsibilities

  • Build and maintain a country-by-country regulatory value map across Europe for biomethane and bioLNG across marine and mobility sectors

  • Translate regulation into clear commercial guidance for trading, origination, and sales teams

  • Identify and prioritise trading and structuring opportunities driven by differences in national implementation and market dynamics

  • Develop internal playbooks covering compliant transaction structures and market-specific value drivers

  • Monitor upcoming legislation, consultations, and regulatory developments, providing early insight into commercial implications

  • Lead external engagement with policymakers, regulators, and industry bodies

  • Partner with Legal and Compliance to ensure interpretations are robust, documented, and executable

  • Support strategic customer discussions on regulatory-driven value and decarbonisation pathways

  • European regulatory opportunity maps by country and sector

  • Value-stack analyses by end-use, geography, and customer segment

  • Regulatory alerts with clear commercial implications

  • Policy priorities aligned with business objectives

  • Internal decision papers on evolving regulatory topics (e.g. mass balance, certification, cross-border rules)

Candidate Profile

  • Deep understanding of European energy and low-carbon fuel regulation (e.g. RED, FuelEU Maritime, EU ETS, national biomethane schemes)

  • Strong commercial mindset with the ability to translate regulatory detail into market value

  • Experience in gas, LNG, bioLNG, biomethane, power, environmental products, or related trading/origination environments

  • Credibility with senior stakeholders and external policymakers

  • Ability to work cross-functionally across legal, trading, operations, and commercial teams

  • Excellent communication skills, including board-level materials and policy submissions

Success After 12 Months

  • Commercial teams actively use regulatory insights to optimise market positioning and value capture

  • A clear internal view is established on key regulatory drivers of bioLNG and biomethane monetisation

  • External engagement is focused on high-impact, value-linked policy priorities

  • Strong collaboration model established where Legal owns risk and compliance, and this role drives regulatory strategy and opportunity identification
